One of the assumptions Sasse makes is that all 16 year old's have a fair chance to be employed. In fact, it is not the case.

A large number of children come from low income families, or are located in areas where the unemployment rate is significantly higher, which makes it difficult for them to find summer work.

Moreover, some teenagers may have responsibilities which make it difficult for them to work on a full time basis during the summer period, like being in charge of siblings or elderly relatives.

This means that summer employment is not an option for everyone, even if it provides valuable experience to some young people.
